El futuro de los programas de promoción del consumo de frutas, hortalizas y productos lácteos en las escuelas

La Comisión Europea acaba de lanzar una nueva consulta pública relativa al programa europeo de promoción del consumo de frutas, hortalizas y productos lácteos en las escuelas. Se trata del borrador de análisis de impacto con respecto a los criterios del principio de subsidiariedad, de proporcionalidad y de mejor regulación. [1] La fecha límite es el 3 de junio.
La primera reacción que me ha llegado es de cabreo. ¿Si se quiere de verdad consultar a la opinión pública, tiene sentido lanzar la consulta el 18 de mayo para cerrarla el 3 de junio, con un texto únicamente en inglés de 57 páginas? Insistía mi contacto que así se respetan las formas pero no el espíritu, el objetivo perseguido por estas consultas, el de escuchar a la sociedad civil, el de acercar el proceso de decisión europeo al ciudadano, el de acortar las distancias, cubrir el foso existente, entre el ciudadano y la construcción europea.
Pero bueno, con este mimbre tendremos que hacer el tiesto. Por razones evidentes, nos vamos a centrar en esta entrega del blog en los aspectos relacionados con las frutas y hortalizas.
El primer capítulo central empieza por analizar la importancia del problema: la disminución progresiva del consumo y sus consecuencias: la pérdida de mercado para los productores europeos y sus consecuencias sobre la salud humana y el gasto sanitario. Luego aborda la importancia del programa y destaca que, no solo está en línea con las recomendaciones de buen-hacer de la comunidad científica sino que los mensajes enviados tanto por todos los portavoces de la sociedad civil son unánimemente positivos.
El segundo capítulo aborda los principios de subsidiariedad y proporcionalidad. Dicho en castellano, si unos programas como estos tienen sentido a escala europea y si no estarían mejor gestionados, más eficazmente, a nivel nacional y regional, por un lado, y si no estaríamos matando moscas a cañonazos. Para ello, se nutre entre otros de los informes aprobados por el Parlamento Europeo, algunos parlamentos nacionales, el Comité de las regiones, el Comité Económico y Social Europeo, los resultados de la consulta pública y las opiniones de los interlocutores sociales, la evaluación externa hecha sobre el programa de frutas y hortalizas, un informe del tribunal de Cuentas europeo y otro informa realizado por el CEPS para la Comisión Concluye que, en efecto, tiene una iniciativa europea tiene razón de ser aunque cabe desarrollar entre otros sinergias entre los programas hortofrutícolas y el de la leche y simplificar la gestión administrativa.
El tercer capítulo está dedicado a lo que, en nuestro horrible lenguaje bruselense, llamamos «legislar mejor» («better regulation»). Aborda la eficacia (¿En qué medida se alcanzan los objetivos?) y la eficiencia (¿En qué medida se alcanzan de la mejor manera posible, con la mejor relación coste/oportunidad?) de los programas escolares. Ambos ejercicios son muy difíciles de llevar a cabo porque son muchas las incógnitas existentes y las hipótesis que hay que realizar. Las escasas conclusiones que se pueden extraer son más positivas que negativas, todas ellas con muchas limitaciones.
